While the goal of providing universal access to energy in sub-Saharan Africa by 2030 is commonly advanced, the strategies and means for actually doing so still need to be defined. New models of governance will notably be needed to ensure the lead-up and completion of sustainable and inclusive electrification projects conceived at the scale of African states. Is a complete electrification of the African continent possible in less than twelve years and, if so, under what conditions?
