In 1992, Senegal legalized voting abroad. This article studies the emergence of the external electorate and seeks to challenge conventional wisdom which holds that voters abroad determine electoral outcomes. It argues that this shared belief nonetheless affects campaigning and electoral strategies. Unpacking the complexities of political influence, the author also shows how the diaspora affects elections in a symbolic or qualitative rather than a quantitative way.
