Both the rationale and circumstances that created Togo’s Truth, Justice and Reconciliation Commission deserve analysis. These also lead to questions about the so-called “truth” embodied in its operations — its composition and chairing, its place in public opinion, and its role as the “first actor” for victims, among other dimensions. Its means of implementing recommendations also prove illuminating.
