This paper sketches out some of the major issues inherent in setting up the new State of South Sudan in the light of a sociology of the administrative elites. The designing of new institutions is far from easy since it means working with interrelated and often conflicting interests in which old disagreements and dynamics dating from the war uneasily coexist with new models of government.
