The Finance of Healthcare and the Policy of Free Care.

Beginning in 2005, officials in Niger initiated a program offering free medical services for pregnant women and for children aged five and younger. However, the policy's formulation and implementation were rushed and poorly prepared. This article looks at how the financial capacity of management committees in the Dosso health-care district was beset by problems in policy implementation, particularly following a decline in payments for services and lower receipts for health-care training.
