The reform of France’s foreign aid system initiated in 1998 was framed around three pillars: political standardization, institutional rationalization, and Europeanization. The reform radically changed the terms and nature of France’s aid to Africa. Development concerns became secondary. However, France’s knowledge capital remains vast and may be deployed in a renewed approach to development cooperation.
