A Tax to Counter the Poverty of African Football?

The free circulation of players worldwide has perverse effects on African football, in particularly for young talents, who are the subject of transactions that border on human trafficking. These markets need to be regulated, and the author suggests levying the “Coubertobin” tax, or a tax on transfers. The scheme would correct those already implemented by FIFA by letting market forces play out while at the same time using them to generate revenues for the countries of origin and the clubs who trained the young players.
