Building Global Policies: Can Development Aid Be a Source of Inspiration?

The paper aims to contribute to the understanding of global policies. To do so, it studies development assistance and describes how it became a global policy, based on both bottom-up and top-down process. Bottom-up policy-building is based on a complex political economy, uses traditional instruments, and relies on strategic documents; top-down policy-building implies global institutions, a measurement tool, good practices and common objectives.
