Negotiating and Reconfiguring Local Powers: The Case of the Town of Yoff in Senegal

This article examines the dynamics of social transformation based on the case of the city of Yoff in Senegal. The author analyzes the interactions between the global sphere, comprising donors and NGOs, and the local sphere, which includes community-based organizations and local actors. The dynamics of social transformation stem partly from these interactions, which need to be deconstructed, and take the form of negotiation processes and the redistribution of local powers.
