This article discusses the impact of international donors on the modernization and reform of customs administrations in Sub-Saharan Africa, with a particular focus on World Bank interventions. After reviewing the key components of customs reform and a typical profile of World Bank support, the authors pinpoint the conditions required for successful donor intervention, with particular emphasis on the fact that political will at country level is paramount.
