Rohini Somanathan examines caste-based preferential treatment in India. She analyzes the impact of the parliamentary quota system and preferential access to universities for populations designated in population censuses as "backward". Caste-based affirmative action policies have had mixed results and, in the light of their relative ineffectiveness, the author advocates universal access to education and healthcare based on social considerations, and not on caste.
