Islamic law has greatly inhibited institutional development by limiting freedom of speech and the advancement of civil society. The question is: how and under what conditions can Muslims legitimize and popularize a less restrictive reading of their religious texts, just as Western democrats have struggled to broaden various narrow concepts of democracy that only used to apply to white, male, propertied, and not particularly progressively-minded individuals?
