Darfur: Undesirable refugees in the South as well as in the North?

The situation in Chad that finds refugees from Darfur, humanitarian agencies, the host population, and local authorities living together is not without conflict. This paper shows how local authorities and the host population are coping with these "unwelcome guests". Relations between various actors are examined through the prism of the humanitarian assistance programs implemented in the refugee camps near the border town of Adr?. To conclude, through the question of refugees' future and the policy of the UNHCR, the author offers an analysis of the guidelines from the policies that are currently shaping the management of refugees in Chad and elsewhere.
