Telecommunications and development policies in the Democratic Republic of Congo (DRC)
The development policies implemented in the DRC didn't improve infrastructure and telecommunication services. Today, telecommunications are considered to be a very important instrument of economic and social change, and in this context, the DRC is attempting to restructure its market in order to expand and modernize its networks. But, is it possible to ascertain whether this policy will be helpful for the development of telecommunications in the country? Certainly, progress has been made: deregulation has led to an increase in the number of telephone lines and the diversification of services ? but access to these services is still reserved to the wealthiest. This paper aims at exploring this issue, clarifying the situation and offering a possible response.
