A New Framework for African Security

Stability and security on the African continent remain elusive. A decade after Rwanda’s tragic genocide and despite concrete diplomatic efforts and many peace agreements, which seem to be as quickly forgotten as they are signed, trouble continues across Africa from Cote d’Ivoire, DRC and the Great Lakes to the embroiled conflicts in Sudan and Chad. Still, a number of recent international initiatives have outlined practical measures for finding a global solution to the numerous crises in Africa. Meeting in New York City, the 2005 World Summit issued a final document (16 September, 2005) that is but one of the latest examples which is analyzed in this article. The summit gave also the way to the creation of the UN’s Peace Building Commission.
