In Yaound? and Antananarivo, there are in ever-increasing numbers of street children and families, and they are becoming more visible. The authorities largely ignore them, except when an international event takes place. Meanwhile, NGOs are also increasing in number and are playing a growing role in social policies. What are the norms and values that guide them, and for what kind of urban plan?
