Does TICAD promote development in Africa?

This paper studies from various perspectives the gap between the coordinating role on Africa policy attributed to TICAD by the Japanese government and its impact as an instrument of African development. This paper has no ambitions as to providing a comprehensive overview of Japan's relationship and/or co-operation with the African continent, nor to attempt to describe the diplomatic aspects of TICAD, but instead focuses on the actual impact of Japanese strategy for development assistance to Africa.
