The lessons of Cancun for Africa

The difficult lesson in democracy at the WTO

"The failure of Cancun has generated frustrations among African countries on two grounds: first, with regard to their expectations ? e.g., on cotton ? were not met; and second, hesitations in dialogue and democracy have weakened the multilateral trading system to the benefit of bilateral and regional negotiations, which are less favorable to the poorest countries. In order to avoid Africa being isolated, a new trade strategy should be devised, possibly in co-ordination with a second major loser in Cancun, namely the European Union."
