"Poverty reduction strategy papers raise new issues for sustainable and equitable development. Nevertheless, their capacity to resolve poverty problems should be seen in perspective. Critical analysis of these new frameworks reveals that it would be best to start from the modalities of inclusion in and exclusion from clientele networks; this would make it possible to better understand resource allocation processes and more satisfactorily take into account the phenomena of inequality and vulnerability."
