Poverty alleviation must be systematic, inclusive, and not limited to ad hoc measures in favor of the poorest. It must be placed back into an analysis framework in which social stakeholders play a predominant role in order to find a form of institutional collaboration that influences national policies. Stakeholder identification and the negotiation of alliances are consequently the real challenges for the future.
