Cotton production in the Franc zone and the issue of American and European subsidies: Before and after Cancun

In their poverty reduction initiative concerning cotton, four African LDCs asked for the elimination of cotton subsidies in industrialized countries. This was an opportunity to show that the application of basic WTO principles could lead to poverty reduction. This opportunity was missed with the failure of the Cancun negotiations, but the case should not be forgotten if our statements on the fight against poverty are to remain credible.
