The price of water to the poor: Reconciling the right to access with payment for a service

Requiring payment for water is a controversial issue. Moreover, payment for the natural resource and payment for the service are often confused. Currently, impoverished populations are spending significant amounts of money for limited consumption. This leads one to question the relevance of subsidies for water services and the efficiency of existing tariff structures that are supposed to guarantee the provision of the service to the poorest.
