Lesotho Highlands Water Project (LHWP): A successful co-operation initiative still awaiting a regional water policy

"Being both geograpically and geostrategically landlocked, the impoverished kingdom of Lesotho agreed to become South Africa's water tower through the LHWP scheme. As with any such huge infrastructure program, the project received a great deal of criticism, especially from NGOs. Two main lessons emerge from this experience: a holistic approach, integrating all sustainable development parameters, remains a necessary precondition for launching this kind of projects; and water management depends at least as much on demand as on supply."
