In Cameroon, the government first multiplied initiatives to promote youth employment and the development of vocational training provision before directing its strategies toward the promotion of self-employment. With this in mind, the Triennial Special Youth Plan (PTS-Jeunes) was launched in 2016. The article analyzes local perceptions of the implementation of this project in the city of Maroua. It examines how the structures involved in the process work, and explores the methods used to select and access financing. The data collected in the field reveal the opinions of the plan’s target audience, both in terms of the behavior of social actors and the government structures responsible for implementing the project.
