The case of Gao is a perfect example of contributing to peace building in a post-conflict situation. In the context of the decentralization sought by the Malian government and the rebel movements, it represents a means of emerging from the crisis created by the rebellion in the North as well as an approach in which the creation of a link between decentralization and local development is used as an instrument for the transfer of authority and for fostering local democracy.
