The systemic corruption that runs rampant in the Kenyan public sector is closely linked to the workings of the socio-political system of the country. How can this corruption be stamped out? In the national dialogue on the issue, moral arguments have often been favored. However, as with arguments for cosmetic reforms to the country's institutions, moral arguments are clearly not enough. What is needed is clearly the construction of a "capable State."
