From economic engagement to political engagement

New directions in Japan's policy towards Africa

Since the 1980s, ODA has been an essential part of Japan's Africa policy. However, due to the deterioration in its own economic situation, Japan decided in 2001to cut back the portion of its budget allocated to ODA, and to concentrate on the political field of African affairs. This paper studies this new orientation in Japan's Africa policy, clarifying its interests and future perspectives.
