In this paper, the need for and the difficulties associated with outcome-based conditionality for foreign aid are examined with reference to the European experience in Burkina Faso. Although the theory of this new conditionality appears to be well founded, its implementation shows the difficulty of moving away from the traditional instrument-based conditionality.
