Building together a knowledge society in Africa

At a time of globalization and transition toward a knowledge economy, scientific and technical knowledge is becoming increasingly important to the development process. The production and use of this knowledge for and by African countries cannot be satisfactorily secured by relying only on market forces. Official development aid has to compensate for this failure by the markets. Accordingly, Europe needs to cooperate in the building of an African knowledge society.
