Democratic control of State power and adaptation to the realities on the continent

"Security happens to be one of the main weaknesses in developing countries. Experience in Africa shows that priority must be given to a type of security enforcement that is specifically designed to be fully controlled by the State; moreover, the State must be equipped with strong means of curbing its own power. African security problems are regional. It is therefore not helpful to attempt to imitate Western security systems in Africa."
