Public development aid and security systems reform: The unlikely encounter between Dr. Jekyll and Mr. Hyde

Promoting peace and security are now considered to be fundamental to development and poverty reduction. This change in viewpoint is rooted in the larger concept of "human security" that emerged in the 1990s. This conceptual change cannot be disconnected from the Northern countries' involvement in combating new threats. This also corresponds to requests from partner countries. Eventually, in order to avoid a confusion of goals, Security Systems Reform (SSR) programs would have to be managed under a civilian framework.
