One cannot but note the inadequacies of public policies implemented to date: some elements of situation-specific public policies are crucial and need to be in place at appropriate levels of government. In order to achieve this, substantial operation and design improvements are needed and need to be consistent with overall policies. These policies must be more realistic with respect to orientation and implementation.
